Ces différentes voix ne sont pas à égalité et certaines voix dominent largement ce concert. Ainsi, si le CECR est largement présenté comme étant au service de l’évaluation, il a en fait essentiellement contribué à la domination de la certification et de l’évaluation par standards. Cet article s’attachera notamment à proposer quelques pistes d’interprétation de ce constat, en articulant des dimensions didactiques, sociopolitiques et épistémologiques. The Common European Framework of Reference for Languages (CEFR) has been very influential since it was published, most of all in the field of assessment. It is often presented as a tool for transparency and coherence, but it has also led to domination of certification and standard Assessment. This article proposes some interpretations of that observation. Der Gemeinsame europäische Referenzrahmen für Sprachen (GER) wird oft als ein Hilfsmittel für transparente und angeglichene Beurteilungen dargestellt. Doch hat er seit seinem Erscheinen zu einem hegemonischen Gebrauch von Zertifizierungen und standardisierten Erhebungen zum Lernniveau beigetragen. D’où, dans le titre, la métaphore du couteau suisse, instrument robuste, composite, mais compact et à usages multiples. Sont examinées en particulier les dimensions du CECR qui ont permis les références qui y sont faites dans le domaine de l’évaluation et de la certification, celles qui concernent la notion de perspective actionnelle et celles qui ont à voir avec les orientations plurilingues de l’apprentissage. Le tout est présenté comme une contribution parmi d’autres à l’analyse des politiques linguistiques. The CEFR and the ways it has been used have given rise to very diverse interpretations. This is due, on one hand, to the construct of the instrument itself – linked as it is, at least in part to the conditions and context of its development – and, on the other hand, to the ways in which it is perceived by different types of institutions and social actors. This is why the metaphor of the “Swiss army knife” is used in the title, as referring to a robust and complex tool, both compact and multipurpose. The paper brings into focus the aspects of the CEFR which have been most put to use for evaluation and assessment, those advocating an “action-oriented perspective” and those putting forth the plurilingual dimensions in learning. It is presented as one contribution among others to the analysis of language policies. La diversità degli orientamenti per la lettura del QCER e dei suoi usi è il risultato, da un lato, delle modalità di costituzione dell’oggetto in sé - legate, quantomeno in parte, alle condizioni e al contesto della sua redazione - e, dall’altro (in modo complementare), dei modi di ricezione da parte dei diversi tipi di istituzioni e di attori sociali. Queste sono le ragioni che giustificano, nel titolo, la metafora del coltello svizzero, strumento robusto, composito ma compatto e adatto a molteplici usi. Il testo prende in esame in particolare le dimensioni del QCER che hanno consentito i riferimenti che ad esso sono fatti nel campo della valutazione e della certificazione, quelle riguardanti la nozione di prospettiva azionale e quelle che hanno a che vedere con gli orientamenti plurilingui dell’apprendimento. Cette contribution introductive se propose en préalable d’analyser ce contexte. L’analyse de contexte prend en compte trois périodes : celle de sa préfiguration avant 1991, date à laquelle le CECR a été mis en chantier, celle de sa réalisation entre 1991 et 2001, et la période actuelle de sa mise en oeuvre. On le situera également dans le contexte des politiques linguistiques des institutions européennes, Conseil de l’Europe et Union européenne, et de leurs évolutions. L’une des questions centrales dans l’approche analytique qui est faite ici est de savoir pourquoi, alors que les politiques linguistiques européennes qui se réclament du multilinguisme semblent avoir si peu d’influence, le CECR s’intègre de manière aussi remarquable dans le contexte politique et économique. This volume focuses on the relationship between the CEFR as an action of language policy and the political and economic context in which this action takes place. This introductory contribution is proposing a preliminary analysis of this context. Three periods are considered in this analysis: the period that prefigures the launching of the CEFR in 1991, the period when it was designed between 1991 and 2001, and the current period of its implementation. It will also be considered within the context of the language policies of the European institutions – Council of Europe and European Union – and of their evolutions. In the analytical approach which is devised here, we shall have to wonder why the CEFR is so remarkably integrated in the political and economic context, while European language policies advocating multilingualism appear to have so little influence. Dieser Band beschäftigt sich mit den Beziehungen zwischen dem GER als sprachpolitisches Handeln und dem politischen und wirtschaftlichen Kontext, der den Rahmen dieses Handelns bildet. Diese Einleitung widmet sich eben diesem Kontext. Dabei werden drei Zeitabschnitte in Betracht gezogen: die Zeit vor 1991, als die Arbeit am GER aufgenommen wurde, zwischen 1991 und 2001, als der GER ausgearbeitet wurde und die Zeit bis heute, in der er umgesetzt wird. Seine Stellung soll auch hinsichtlich des Kontextes der Sprachenpolitik der europäischen Institutionen (Europarat und EU) und ihrer Entwicklungen betrachtet werden.
